Notting Hill Carnival to last one month?

The BBC is reporting that next year's Carnival will take place over a month.
Apparently additional grandstands sitting areas in Ladbroke Grove are being considered and “new crowd management plans are being put in place ahead of this summer's Notting Hill Carnival. “
Organisers are getting into gear for next year's carnival that is expected to be the largest one ever. The co-director of the Notting Hill Carnival Chris Boothman said they are looking at “extending the celebrations to one month much like the Edinburgh festival" but still with the two days parade in the last weekend of August.
One reason given is that the Carnival was “never successful in attracting funding” and its “long term future” has to be taken into account.
Does this mean we are to expect a full on rodeo for a whole month? Or that many events will no longer be free?
